Hair care questions buyers ask

What is the minimum order quantity for shampoo, conditioner and hair mask?

Three thousand units per SKU, which applies to OEM and ODM work and to private label formulas from our existing catalogue alike. Shampoo and conditioner fill at 300-500ml in bottles, and hair mask at 200-500ml in jars. The MOQ is counted per SKU rather than across an order, so a three-SKU range is three thousand units each rather than three thousand in total. Fill volume does not change the MOQ, but it does change your unit cost and your packaging tooling.

Can you make sulfate-free and silicone-free hair care?

Yes, both are available across the shampoo and conditioner range. Sulfate-free systems usually move to amino acid or glucoside surfactants, which foam differently from an SLES base, so it is worth approving a sample on lather and rinse feel rather than on the ingredient list alone. Silicone-free conditioners rely on cationic polymers and fatty alcohols for slip, and the detangling behaviour is noticeably different from a dimethicone formula. If your target market prices these as a premium claim, tell us at briefing stage so the surfactant system is chosen accordingly.

Which anti-dandruff active can I use if I am shipping to the EU?

Not zinc pyrithione. It was moved into Annex II of the EU Cosmetics Regulation by Regulation (EU) 2021/1902 and has been prohibited in cosmetics sold in the EU since 1 March 2022, which makes it an outright ban rather than a concentration cap. Piroctone olamine is the usual route for EU-bound anti-dandruff formulas, and it was one of the alternatives the Commission judged suitable when the zinc pyrithione derogation was refused. Markets outside the EU may still permit zinc pyrithione, so the active is a per-market decision rather than a single global formula.

What actives go into repair and colour-care formulas?

Keratin, argan oil and silk protein are the ones we work with most for damage repair and conditioning. On top of those we build colour-safe formulas for dyed hair and heat-protection formulas for styling ranges. Hair mask sits at the intensive end of the same family, formulated as a deep conditioning treatment for damaged, colour-treated and chemically processed hair. Which one you lead with is a positioning decision, and it changes both the fill format and the claim set you need to substantiate.

I need a range, not a single product. How do I split it?

The three fills we run are shampoo, conditioner and hair mask, and a range normally starts with a shampoo plus conditioner pair sharing one fragrance and one claim direction, with the mask added as the higher-margin third piece. Concerns we formulate against include dandruff, oil control, damage repair, colour protection and volume. Because MOQ is per SKU at three thousand units, a three-piece range commits nine thousand units in total, so if that is more than your first order can absorb, starting with a single hero SKU is the cheaper way to test which piece sells.
