Choose the job of the shampoo
A shampoo does one job well and supports the others. Naming that job early is what keeps the surfactant system, the conditioning system and the claim set pointing in the same direction.
Oil control and volume
Briefed around wash frequency and how quickly the scalp reoiling shows, not around a single surfactant choice. Fine hair that goes flat and an oily scalp are two different complaints that often arrive in the same brief, and the formula has to decide which one leads.
Damage and colour care
Chemically treated, coloured and heat-styled hair need a conditioning system judged on wet detangling and dry feel rather than on an ingredient list. Colour care also carries claim implications, so the wording is agreed alongside the formula rather than after artwork.
Mild or sulfate-free positioning
Moving away from an SLES base changes foam behaviour and rinse feel noticeably, so approve the sample on lather and after-feel rather than on the label. If the market prices sulfate-free as a premium claim, say so at briefing stage because it determines the surfactant system.
Visible-flake and anti-dandruff positioning
Permitted actives and product classification differ by destination market: zinc pyrithione has been prohibited in EU cosmetics since 1 March 2022 under Regulation (EU) 2021/1902, while other markets may still allow it. In some markets this positioning is not a cosmetic at all. There is no single global anti-dandruff formula, so the market has to be named before the active is chosen.

The same formula sold through a salon, a retail shelf, an e-commerce listing or a sachet programme turns into four different pack, sensory and quotation decisions. The channel is part of the brief, not a downstream detail.

Shampoo sourcing questions buyers ask
Can I use the same anti-dandruff active in every market?
No. Confirm the destination market and how the product is classified there before the active is chosen. Zinc pyrithione was moved into Annex II of the EU Cosmetics Regulation and has been prohibited in cosmetics sold in the EU since 1 March 2022, so an EU-bound formula takes a different route from one built for a market that still permits it. In some markets a flake or scalp-treatment positioning is not handled as a cosmetic at all, which changes the whole project rather than one line on the ingredient list.
What is the difference between private label and ODM shampoo?
Private label means taking an existing formula and an existing configuration and putting your brand on it, so the variables are pack, decoration, fragrance and fill. ODM means the formula itself is adjusted or developed around your positioning, which adds development and sampling rounds before anything is priced for production. Many real projects sit in between, such as an existing base with a changed fragrance and a custom pack. The final scope is confirmed in the quotation rather than assumed from the label on the service.
Which packaging details should be decided before quotation?
Fill volume, bottle or sachet format, dispenser and closure choice, decoration route, and secondary packaging. These drive component minimums and tooling as much as the formula does, and a custom closure can carry a higher minimum than the bulk. Deciding them late is the usual reason a quotation has to be reissued.
Can I launch shampoo and conditioner together?
Yes, and running them as one project is sensible because they share a fragrance direction and a claim story. What does not merge is the commercial detail: MOQ, compatibility work, specifications and timing stay SKU-specific, so a pair is two sets of components and two release specifications rather than one.
