Anti-Dandruff Shampoo
An anti-dandruff shampoo built around zinc pyrithione, which puts this product in a different regulatory position from the rest of our hair range. Zinc pyrithione is an over-the-counter drug active in the United States and has been prohibited in cosmetics in the EU and UK since 2022, so the same formula cannot be sold the same way everywhere — and in some places cannot be sold at all. We therefore do not publish a standard concentration for this base. The level is set below the cap that applies in your destination market, and the claim set is confirmed alongside it before artwork. Manufactured under ISO 22716 for markets where zinc pyrithione remains permitted in cosmetics.

Key Active Ingredients
How the Active Ingredients Work
Four parts do the work here: the regulated anti-dandruff active, tea tree and menthol for the sensory and scalp-comfort layer, and an amino acid and glucoside surfactant base mild enough for the frequent washing this position involves. Levels for the active are set by destination market rules rather than by a house baseline, for the reasons set out below.
Zinc Pyrithioneset within your destination market cap — no house baseline published
Zinc Pyrithione is the anti-dandruff active, and its legal status differs by market rather than only its permitted level. In the United States it is an OTC drug active for dandruff, permitted in a rinse-off shampoo at 0.3–2% under the relevant monograph, which means the product is a drug there and carries a Drug Facts panel. In the EU and UK it has been prohibited in cosmetic products since 2022 following its CMR classification, so we do not supply this base to those markets. Elsewhere it is generally handled as a restricted cosmetic ingredient with a rinse-off cap. Because one number cannot cover those three positions, we publish no baseline and set the level against your specific market before sampling.
Tea tree oilbotanical support ingredient
Melaleuca Alternifolia Leaf Oil, included for a fresh, clean scalp feel and to support the oil-control side of the positioning. What we write around it stays within cosmetic language: soothing and oil-balancing, a clean and refreshed scalp, clearer-looking pores. We do not write antibacterial or antifungal wording for tea tree, because efficacy claims of that kind move the product toward a therapeutic classification in most of the markets this base ships to — and on this particular page the regulated active is already doing the anti-dandruff work, so the claim does not need to rest on the botanical.
Mentholsupport tier 0.05–0.3%
Menthol for the cooling finish that consumers in this position associate with a scalp being properly cleaned. Held in the support tier because an itchy, flaking scalp is often already compromised, and a shampoo runs down the face in the shower where eye and mucosa irritation is the main complaint source. Claims stay on sensation, cooling and refreshing, not anti-itch: in the United States anti-itch is a separate OTC drug claim from dandruff, so using it would change the monograph the product has to meet. Several EU member states also restrict menthol in products for children under three.
Amino acid and glucoside surfactant systemprimary cleansing system
Sodium Cocoyl Glutamate with Coco-Glucoside and Cocamidopropyl Betaine. Mildness matters more on this base than on a general shampoo, because an anti-dandruff routine usually means washing more often, not less, and a stripping surfactant leaves the scalp tighter and more reactive between washes. The glucosides are alkaline as supplied, so the batch is acid-adjusted down to target pH after they go in. Sulfate-free by construction, and formulated to keep the active properly suspended, which is checked on the finished formula during stability testing rather than assumed.

Who This Product Is Built For
Southeast Asian humid-climate lines
Heat and sweat mean flaking tends to recur within days of washing, which makes anti-dandruff a repeat-purchase position rather than an occasional treatment. Indonesia, Thailand, the Philippines and Vietnam are the markets this base is built for.
Brands that need the regulatory route mapped first
This is the one product in our hair range where the destination market decides the formula rather than the positioning. If your target list spans the United States and Southeast Asia, you are looking at two different products with two different labels, and it is cheaper to know that before sampling than after.
Sachet-led distribution
The 5–10ml sachet is the standard trial and everyday format in Indonesia and the Philippines, and for a problem-solving position it lets a consumer test whether the product works before committing to a bottle.
Brands building a full hair range
This covers the flaking-scalp position specifically. Where the complaint is oiliness and flatness without flaking, the Volumizing Oil Control Shampoo carries no restricted active and ships to every market including the EU. For a botanical-led scalp line the Rosemary Lemongrass Natural Shampoo is the unrestricted alternative, and the Scalp Care Refreshing Hair Mask extends scalp care into a weekly step.
Frequently Asked Questions
Why is no concentration published for this product?
Because zinc pyrithione has a different legal status in each of the three market groups we deal with, and a single number would misrepresent at least two of them. In the United States it is an OTC drug active, permitted in a rinse-off shampoo at 0.3–2% under the monograph, which makes the product a drug with a Drug Facts panel. In the EU and UK it is prohibited in cosmetics. Elsewhere it is a restricted cosmetic ingredient with a rinse-off cap. Publishing a house baseline would imply we sell one product everywhere, and we do not. We set the level against your market at enquiry stage.
Can you supply this to the EU or UK?
Not with zinc pyrithione. It has been prohibited in cosmetic products in the EU and UK since 2022 following its CMR classification, and that is a prohibition rather than a concentration restriction, so there is no compliant level. If the EU is on your list we would reformulate with an alternative anti-dandruff active such as piroctone olamine and quote that as a separate base. Tell us your full market list at enquiry stage, because this decision changes the formula rather than just the label.
What claims can we make on the packaging?
It depends on the market, and this is the item most likely to hold up your launch if left late. In markets where zinc pyrithione is a permitted cosmetic ingredient, visible flake reduction and scalp comfort wording is generally workable. In the United States, dandruff claims sit under the OTC monograph and require the corresponding labelling; anti-itch is a separate claim with its own requirements. In the EU and UK the question does not arise, since the active is not permitted. We map your intended claim set against each market before artwork.
What is the minimum order quantity?
Minimum is 2,000–3,000 bottles per SKU, with the 5–10ml sachet at its own separate minimum. The point specific to this product: if two markets need different active levels, those are two batches with two minimums, not one run divided, so build that into the first order plan.
How long does sampling and production take?
A custom sample round takes 2–3 weeks and bulk runs 35–45 days after approval. Unlike our other shampoos, the regulatory step here comes before sampling rather than alongside it, because the permitted active level decides what we actually formulate, so build that confirmation window into the front of the timeline.
Can we use tea tree as the anti-dandruff active instead?
We would not build the position on it. Tea tree supports a clean, oil-balanced scalp and is useful in the sensory and positioning layer, but claiming it as the anti-dandruff mechanism means making an efficacy claim that pushes the product toward therapeutic classification in most markets here, without the regulatory clarity that a monographed or listed active gives you. If you want to avoid zinc pyrithione, piroctone olamine is the more practical route and we can quote it.
