Contract Cosmetic Packaging: The Format Sets the Minimum
Most packaging conversations start with a picture. A brand sends a reference bottle, asks whether we can match it, and waits for a price. It is the natural place to start and the wrong one, because the picture does not tell us the thing that actually sets your minimum order.
Here is the structural fact that reorders the whole decision: we quote minimum order quantity per format, not per formula. A serum in a bottle and the same serum in a sachet are two different minimums, two different filling lines and two different compatibility questions. Change the format and the numbers move, even when the batch record does not.
Brands who learn this at the quotation stage plan around it. Brands who learn it after approving artwork rebuild their budget.
What the Format Actually Determines
Format is not decoration sitting on top of a finished product. It decides four things simultaneously, and each one has cost attached.
The minimum order. Our per-SKU minimums by format: bottles 2,000–3,000, jars 2,000–3,000, tubes 2,000–3,000, sheet masks and collagen patches 5,000–10,000 sheets, freeze-dried gift sets 3,000–5,000 sets. Fragrance and essential oils run lower at 1,000–2,000 bottles. Those are not negotiating positions dressed up as rules; they are what the filling and changeover economics of each line support.
The filling line. A pump bottle, a wide-mouth jar and a tube are filled on different equipment with different changeover times. This is why the sheet mask minimum sits at two to four times the bottle minimum: a sachet line running individually sealed pouches has a materially different setup cost per run.
The compatibility risk. Product interacts with pack, and pack interacts with product. That is a real dimension of stability work, not a formality, which is why a proper report carries a glass control arm alongside the intended pack. The claim you can support. Some claims live or die on the pack. An anhydrous or low-preservative positioning depends on a closure that limits headspace and air ingress. Promise the claim, choose the wrong closure, and the claim goes with it.
Why the Per-SKU Detail Catches People Out
Every figure above is per SKU. A five-piece range is five separate minimums, not one pooled total. This is the single most common budgeting error we see in first inquiries.
Take a five-SKU launch: cleanser, toner, serum, cream, sheet mask. Four of those sit at 2,000–3,000 units each. The mask sits at 5,000–10,000 sheets. The brand who budgeted "3,000 units across the range" has planned for roughly a fifth of the actual first order.
The fix is not to argue the minimum down. It is to cut SKU count and go deeper per SKU on the first run, then widen the range once you have sell-through data. Three SKUs done properly beats five SKUs underfunded, and it leaves cash for the reorder that tells you whether the line works.

Two Minimums, Not One: Components and Fill
This is the part that most first-time budgets miss entirely, and it is the reason a quote can look settled and then move.
The fill minimum is what we have been discussing so far: how many units the filling line needs to run economically. But the components themselves — the bottle, the closure, the pump mechanism, the printed carton — are bought from component suppliers who set their own minimums. Those two numbers are independent, and they do not always agree.
For stock components in common formats the component minimum usually sits at or below the fill minimum, so it never surfaces as a constraint. You order 3,000 bottles, the component supplier holds stock, nothing is unusual. The gap opens up in three specific places.
Specialised dispensing mechanisms. Airless pumps, treatment droppers and fine-mist sprayers are engineered components, not generic closures. When a colour or finish is not held in stock, the component run has its own minimum that can exceed what you need for the fill. A brand ordering 2,000 units of an airless serum can find the pump component quoted at a higher tier.
Printed and decorated components. Screen printing, hot stamping and printed laminate all carry setup costs recovered across a print run. This is most visible in sachet and pouch work, where the laminate is printed on a reel: the reel length that makes a print run viable can hold more units than your first order needs.
Custom colour matching. A specified Pantone on a cap or tube usually means a dedicated resin batch, which is a minimum of its own.
The practical consequence is that the question to ask is not just "what is your MOQ" but "what is the component minimum for this specific closure in this specific finish". A supplier who answers the first question and stays quiet on the second is not necessarily hiding anything, but you will discover the difference at the purchase order stage rather than the budgeting stage.
Two ways to close the gap when it appears. Take the component overage and hold the surplus for the reorder, which converts a budget problem into a stock position and only works if your shelf life and storage support it. Or move to a stock finish for the first run and revisit the custom finish at volume. The second is nearly always the better first-order decision.
Format Selection by Product Type
These are the pairings we actually run, and the reasoning behind each.
Airless pump: oxidation-sensitive actives
An airless pump keeps product off air across the use period rather than only until first opening. We specify it for our glutathione brightening serum because the thiol group is the reason the active works and also the reason it is fragile. A jar version of the same formula is a different product by month three, whatever the batch record says.
It also has cost consequences: airless components carry their own component minimums, sometimes above the fill minimum. That gap is worth checking before you commit to the format.
Amber glass: essential oils and professional channels
Our spa essential oil line runs amber glass with a pump. Two reasons, both practical. Light protection matters for terpene-heavy compositions, and glass avoids the interaction risk that neat oils create with some plastics. Amber glass is also what the professional channel expects, which is a positioning argument rather than a technical one, but it is a real one.
This is the range where the low minimum sits, 1,000–2,000 bottles, which makes it a practical entry point for brands testing a market.
Tube: cleansers, sunscreens, targeted body treatments
Tubes suit anything dispensed in a controlled dose where the user's hands are wet or dirty. Our daily aqua sunscreen and oil control clarifying cleanser both run tubes for that reason. Body shaping creams run tubes as a category default at 2,000–3,000 tubes per SKU.
Sachet: trial sizes and distributor sampling
The 5–10ml sachet is the most under-used format in the briefs we receive. We offer it as an option across the shampoo line, on cleansing oil and on body lotions, and it does a job full sizes cannot: it puts product in a distributor's hand at a cost per unit that makes sampling affordable at scale.
The trade-off is a higher minimum. Sachets run 5,000–10,000 per SKU because the sealing line economics resemble the mask line rather than the bottle line. Plan sachets as a sampling programme with its own budget, not as a cheap version of the main SKU.
Individually sealed pouch: masks and patches
Sheet masks and collagen patches are sealed individually because the format is the preservation strategy. Our centella soothing repair mask and V-line lifting collagen patch both run at 5,000–10,000 sheets per SKU. Aluminium foil offers the strongest barrier; a clear film reads better on shelf and gives up some of that barrier. That is a genuine trade, and it should be made deliberately.
Vial plus solvent ampoule: freeze-dried sets
Our freeze-dried serum sets pair a lyophilised vial with a solvent ampoule in a gift box, at 3,000–5,000 sets per SKU. The format exists because the product has no aqueous ageing period until the user reconstitutes it, which moves the stability question onto residual moisture and seal integrity. It is the clearest case of format and formula being one decision rather than two.
Destination Conditions Work Backwards Into the Pack
A pack that performs in a temperate warehouse can fail on the same product shipped into a hot, humid market. Because most of our shipments go into Southeast Asia and the Middle East, this is a live constraint rather than a theoretical one, and it runs backwards from destination into component choice.
Sea freight into tropical ports means a container that can sit well above ambient for weeks. Three things move under those conditions.
Emulsions are stressed hardest at the interface. Heat cycling drives separation, and a wide-mouth jar with a large surface area behaves differently from a tube dispensing small doses. Labels and secondary packaging fail before the formula does. Wrinkled or lifting labels and softened cartons are among the most common complaints on tropical shipments, and they are adhesive and board specifications rather than formula problems. They also show up in a properly run stability programme, which is one reason the packaging arm of that testing matters.
Closure integrity under pressure change. Air freight and altitude affect headspace pressure. Product that seeps at the closure arrives looking like a quality failure even when the formula is intact.
Registration adds a second layer that is easy to miss at the component stage: label content is set by the destination market, not by your design. Required text, local language, responsible person details and market-specific warnings all consume label area. Under the ASEAN Cosmetic Directive and in Middle East markets the mandatory content differs, so a label sized against one market's requirements can leave nothing for another's.
The sequencing point: confirm your destination markets before finalising label dimensions, because label area is a component decision and expanding it after tooling means new tooling.
Stock, Semi-Custom, Custom: Sequence Not Preference

What that guide treats as a budgeting question is also a sequencing question, and the sequencing is where the money is saved.
Stock components carry no tooling cost and no tooling lead time. Semi-custom decoration — screen printing, hot stamping, a considered label — buys most of the shelf differentiation for a fraction of the outlay. Fully custom moulds are a scale decision that makes sense once you know which SKU sells.
The trap is not choosing custom. It is choosing custom before product-market fit, then needing to reformulate or reposition and finding the tooling obsolete. Tooling is the least reversible decision in the whole project.
Where Packaging Responsibility Sits
Who sources the pack depends on the model you are working under, and getting this straight early prevents a specific failure: components arriving that the filling line cannot run. Our note on OEM versus ODM sets out where packaging sits in each quote structure.
Two rules hold regardless of model. Component specifications need to be agreed before artwork is finalised, because artwork dimensions follow component dimensions and not the reverse. And whoever supplies the components owns their compatibility result — if you supply your own pack, the compatibility arm of the stability programme is testing your decision, and the finding comes back to you.
The Sequence That Avoids Rework
Format first, because it sets the minimum and the line. Then component specification, because it sets what the filling equipment can accept. Then compatibility testing on the intended pack with a glass control. Then decoration and artwork, sized to the confirmed component. Then tooling, if volume justifies it.
Run that order and each decision constrains the next one cleanly. Run it backwards — artwork approved, then component chosen, then compatibility discovered — and every finding invalidates work already paid for.
Frequently Asked Questions
Is the MOQ set by the formula or the packaging?
By the format. Bottles, jars and tubes run 2,000–3,000 per SKU, sheet masks and patches 5,000–10,000 sheets, freeze-dried sets 3,000–5,000 sets, fragrance and essential oils 1,000–2,000 bottles. The same formula in two formats carries two different minimums.
Do you supply packaging, or should I source my own?
Both work. We supply stock and semi-custom components as part of the quote, which keeps compatibility and filling-line fit inside one scope. If you have an existing packaging supplier we will run compatibility on your components, and we will need physical samples early enough to confirm the filling line can handle them.
Why is the sachet minimum higher than the bottle minimum?
Sealing economics. An individually sealed sachet line has a setup and changeover profile closer to the mask line than the bottle line, so the run needs more units to be viable. Sachets are best planned as a sampling programme with a dedicated budget.
Can I change packaging format after the first production run?
Yes, but treat it as a new format decision rather than a swap. A new pack means a new compatibility arm, possibly a different filling line, and new artwork dimensions. The formula can usually carry across unchanged; the documentation around it cannot.
What does compatibility testing actually check?
Whether product and pack change each other over time — active loss into the component, colour or odour pickup, closure and label integrity, weight loss through the wall. It runs alongside physical, chemical and microbiological stability, with a glass arm as the inert reference.
Why did the component price change after I confirmed the order quantity?
Almost always a component minimum rather than a fill minimum. Specialised dispensers, printed laminate and custom colour matching each carry their own supplier minimum, which is independent of how many units the filling line runs. Ask for the component minimum on your specific closure and finish at the quoting stage, not after the purchase order.
How early do you need packaging decisions?
Format at briefing, because it sets the minimum you are budgeting against. Component specification before artwork. Both need to be settled before any tooling money moves.
Does packaging need to change for hot-climate markets?
Often the secondary packaging and label specifications do, and sometimes the closure. Heat cycling on a long sea route stresses emulsions, adhesives and board before it affects a well-formulated product, so label adhesive, carton board and closure integrity are the specifications that move.
