Two routes rather than one, and the choice changes both the cost and the sensory result. The extract route carries the tannins that produce the real astringent feel, and 1.8% is the top of the recorded leave-on cosmetic use range in the CIR 2018 review, so our 1% baseline sits comfortably below it. The distillate route replaces part of the water phase with witch hazel water at 10–30%, which supports a witch-hazel-toner positioning on the ingredient list but delivers less astringency, since the distillate is limited to 0.03mg/mL tannins. If the pore claim is central, take the extract route. Flower water is a third material worth naming only to rule it out: its recorded INCI function is fragrance, so it is a marketing ingredient rather than a functional one.

At the assist tier deliberately, because witch hazel is the hero on this formula and stacking two lead actives raises cost without changing what the customer notices. At 1–2% it supports the tone and texture story alongside the astringent effect. In the US we keep the claim to cooling sensation and refreshing, because pain relief and anti-itch claims move a cosmetic into drug territory. EU rules also restrict terpenes including menthol in products for children under three.

What is the difference between witch hazel water and witch hazel extract?

They are different materials with different INCI names, different costs and different performance. The extract, from bark or leaf, contains the tannins that produce the astringent feel, and it is what you want if the pore claim matters. The distillate, listed as witch hazel water, is limited to 0.03mg/mL tannins, so it supports the ingredient-list positioning but delivers noticeably less astringency. There is also a flower water with a recorded INCI function of fragrance only. Asking a supplier which of the three they are quoting explains most of the price differences in this category.

Can we claim it is an astringent or that it shrinks pores?

Neither, and for two different reasons. Astringent is an OTC drug term in the US, and witch hazel products marketed as astringents are regulated as drugs there. Shrinking pores is not something a cosmetic does; pore size is structural. We write refreshes, tones and improves the look of pores, which is accurate and ships as a cosmetic in every market. Claims about relieving insect bites or skin irritation are also drug claims in the US and we do not write them.

Why is the menthol only 0.1%?

Because this goes on the face. Menthol complaints cluster around the eye area and mucous membranes, and a toner is often applied with a cotton pad that passes close to the eyes. At 0.1% the cooling registers clearly without becoming the reason someone abandons the product. The 0.3–1% range is for rinse-off hair and body products where contact is short. We can go higher if you insist, but we would flag it as the most likely source of returns.

How high can the witch hazel extract go?

Our range tops at 1.8%, which is the highest recorded leave-on cosmetic use level in the CIR 2018 review rather than a hard legal cap. The CIR conclusion is that these materials are safe when formulated to be non-irritating and non-sensitising, which puts the responsibility on the finished formula rather than on a single number. At 1% the astringent effect is already the part customers comment on, and going higher mainly increases the tightness risk.

Anything to watch for EU shipment?

Yes. CIR specifically flags geraniol and linalool oxidation products in witch hazel materials, and both are EU-listed fragrance allergens that must be declared separately in the ingredient list above 0.001% in leave-on products. Since the EU allergen list expanded under Regulation 2023/1545, we check finished-product values against the current list before EU shipment rather than relying on the raw material data sheet alone.

Do we need alcohol for the astringent feel?

No, and the assumption costs brands customers. Alcohol produces an immediate tight sensation that reads as effective, but the tannins in the witch hazel extract are what actually deliver the astringency, and menthol supplies the freshness that people associate with alcohol. Our standard build is alcohol-free, which suits humid markets where an alcohol toner tends to feel harsh after a few weeks of use.

What is the MOQ and lead time?
