How the Active Ingredients Work
Levels below are our standard ODM starting point, expressed as a share of the total formula on an as-supplied basis, and adjustable for your target market and price point.
Niacinamide (high purity)hero tier · baseline 3% · range 2–5%
At the hero tier rather than the assist level, which is the decision that separates this from a toner that merely lists niacinamide. In a supporting role a toner would run 1%, enough for a contains-niacinamide mention and little else; at baseline 3% the tone and texture claim is defensible. We specify high-purity material because flushing complaints attributed to dose are more often caused by a nicotinic acid impurity in cheaper grades, and on a leave-on product used twice daily that difference shows up in reviews. Korea caps niacinamide at 5%, which sets the range top.
Tranexamic acid (TXA)assist tier · baseline 2% · range 1–3%
At the assist tier on a toner, which is the appropriate position when it sits alongside niacinamide as the lead rather than carrying the product alone. The market restrictions matter more than the level here. Japan treats TXA as a quasi-drug-only active, so a general cosmetic cannot contain it and this SKU is not offered there. Under the ASEAN framework input stays at or below 3% and it must not be used in lip or mucosal-contact products. We describe the benefit as helping improve the look of dullness and evenness of tone, and we do not write antifibrinolytic, plasmin inhibition, or anything about treating melasma.
Stable vitamin C derivative (MAP)assist tier · baseline 1% · range 0.5–2%
A derivative rather than L-ascorbic acid, and on a toner the reasoning is stronger than usual. Pure vitamin C needs a low pH that conflicts with niacinamide, and it browns visibly, which is far more noticeable in a clear watery product than in an opaque cream. Stabilised derivatives such as MAP work at a compatible pH and hold their colour. Neutral mild derivatives are also not part of the exclusion list that applies when niacinamide runs above 5%, so they combine cleanly here. At the assist tier 1% supports the brightening system without competing with the lead actives; if MAP needs to lead a formula the hero tier runs 2–3%, where 3% is the ceiling agreed across the Korean notification, the Taiwanese limit, the CIR recorded maximum and the supplier brightening range.

It contributes to the look of evenness alongside the actives rather than driving the result, and we keep the copy proportional to that. Rice ferment filtrateferment filtrate, grade set per project
Carries the texture and the narrative, and on a premium toner both matter commercially. Rice ferment gives a slightly viscous, cushioned feel that reads as more substantial than plain water, which is a large part of why customers accept a higher price for a toner. Grade and filtrate concentration vary considerably between suppliers, so we settle this at sampling where the after-feel is judged rather than specified on paper.
Hyaluronic acidrange 0.02–0.1% total sodium hyaluronate
At toner levels, which are far lower than serum levels and deliberately so. A toner needs to absorb quickly and layer under the next step; a serum-level HA load makes it tacky and slows the routine down. High molecular weight leads by default.

Frequently Asked Questions
Why is the niacinamide 3% when most toners use 1%?
Because this is positioned as an active step, not a preparation step. The 1% figure is the assist tier, which suits a toner whose job is to hydrate and let the label mention niacinamide. At baseline 3% the tone claim is defensible on the toner itself. If you would rather run the toner as a light hydrating layer and put the actives in a serum, we would build it at 1% and price it accordingly, which is a legitimate range strategy rather than a weaker product.
Can we sell this in Japan?
Not as written, because tranexamic acid is a quasi-drug-only active there and a general cosmetic cannot contain it. This is a category rule rather than a level limit, so reducing the percentage does not solve it. For Japan we build a version without TXA, leaning on niacinamide and the vitamin C derivative instead. Give us the market list when you brief the project, because this is the one input that changes the formula itself rather than the artwork.
Can we claim it removes dark spots?
No. Removing or treating dark spots and hyperpigmentation are drug claims in the US, and equivalent medical framing is prohibited in the EU under the claims regulation. Our wording stays at visibly brightens and helps even the look of tone. We also avoid mechanism sentences about melanin pathways or plasmin inhibition on any market page, because mechanism language reads as pharmacological even when it is technically accurate.
Why not pure vitamin C in a brightening toner?
Because the pack shows everything. Pure vitamin C browns as it oxidises, which is obvious in a clear or frosted bottle and generates complaints on a premium product, and it needs a low pH that works against the niacinamide. A stabilised derivative sits at a compatible pH and holds its colour through shelf life. If a high-strength pure vitamin C product is the goal, that belongs in an airless opaque pack as its own SKU.
What does the rice ferment actually do?
Most of its contribution is sensory, and that is worth stating plainly rather than dressing up. It gives a slightly viscous, cushioned feel that makes the toner read as substantial, which is a significant part of why customers pay more for a premium toner. It also carries a narrative that resonates in Asian markets. We do not attribute the brightening result to it, since niacinamide and TXA are doing that work.
Why is the HA level so much lower than in your serums?
Because a toner has a different job. At serum levels HA turns tacky and slows down a layered routine, which is exactly what a toner should not do. The 0.02–0.1% range is what CIR usage data shows for toners, and it is enough to keep the finish comfortable while the product still absorbs quickly enough to layer under a serum.
What is the MOQ and lead time?
MOQ is 2,000–3,000 bottles per SKU and lead time is 35–45 days after sample approval. Sampling runs 2–3 weeks. Manufacturing is ISO 22716 and GMPC compliant, with SGS testing on request.
