Vitamin B3, working on tone by reducing pigment transfer to surface skin cells, while also supporting the barrier and helping regulate the look of sebum. In a daily toner we keep it at the low end — a 2% level is the comfortable choice for sensitive and reactive skin, while 4–5% is where the tone-evening evidence sits. Niacinamide is not capped as a cosmetic ingredient in the EU or ASEAN, so the level is a tolerability and cost decision rather than a regulatory one, and it is fully adjustable to your positioning.
PHA / BHA (low level)low level, within market limits
Gluconolactone (PHA) exfoliates more gradually than AHA or BHA because of its larger molecular size, making it the sensible choice for a daily-use toner. Where a BHA is preferred for pore congestion, salicylic acid is used — in the EU, Annex III entry 98 of Regulation (EC) No 1223/2009 caps salicylic acid at 2.0% for a face toner, which sits in the general ‘other products’ category rather than the 0.5% category that covers body lotion and certain colour cosmetics. One condition travels with it: a mandatory not-for-children-under-3 restriction. A daily-use toner is normally formulated well under the cap for tolerability rather than because the regulation requires it. What is the MOQ and lead time?
MOQ is 2,000–3,000 bottles per SKU, counted per fill size since 120ml and 150ml are separate SKUs. Custom sample rounds take 2–3 weeks and production runs 35–45 days after sample approval. If you want the cotton-pad format as well, it is a different filling process with its own minimum.
What niacinamide level should we choose?
For a daily toner, 2% is the safe choice and rarely generates tingling complaints. 4–5% is where the published tone-evening evidence sits but raises the chance of reactivity in sensitive users. If your brand promise is gentleness, stay at 2% and put the higher level in a dedicated serum.
Can it be used every day with the acids in it?
That is what the level is set for. PHA at a low level is designed for daily use, and the Centella and humectant system are there to keep it tolerable. If you want a stronger weekly exfoliating product, we would build that as a separate SKU rather than pushing this one up.
Can you do a fragrance-free and alcohol-free version?
Yes, both. Alcohol-free is the default recommendation for this positioning — denatured alcohol gives a fast-dry finish that some markets prefer, but it works against the soothing claim.
