Micellar Surfactant Systemlow-level cleansing system
The same low-surfactant principle as a standard micellar water, tuned toward sebum rather than pigment. Oily skin carries a heavier surface oil load, so the blend is selected to keep working through it without a rinse step. Level stays low because this is a leave-on wipe; residue is what makes a fresh-feel product read as sticky.
Zinc PCA0.3% baseline, range 0.1–0.3%
A zinc salt of PCA, one of the skin's own natural moisturising factors, which is why it can sit in an oil-control product without a drying penalty. At this level it holds a supporting oil-control position in the ingredient list rather than acting as the headline active. Regulatory note: the EU controls water-soluble zinc salts on a total-zinc basis at 1%, so a supporting level here leaves ample headroom. Higher tiers up to 1% are available where you want zinc as the lead claim.
Melaleuca Alternifolia Leaf Extractsupporting extract
Tea tree extract, included at a supporting level for a fresh, clarifying finish. We keep the claim to that: it is a fragrance-allergen-relevant material, and the wording around it needs to stay clear of therapeutic territory in every market you sell into. Loading is kept conservative and declared.
Camellia Sinensis Extractsupporting antioxidant
Green tea extract, contributing polyphenols that support the clarifying positioning and give an antioxidant line for marketing without adding a regulatory burden.
Glycerinhumectant

How much Zinc PCA can we use?
Our baseline here is 0.3%, within a supporting range of 0.1–0.3%, which gives you zinc in the ingredient list without changing the after-feel. If zinc is the lead claim, a 0.5–1% tier is available. The EU controls water-soluble zinc salts on a total-zinc basis at 1%, and supplier recommendations run to 1%, so both tiers sit inside those bounds. Beyond 1% you leave the recommended range and results depend on sampling plus irritation testing.
Can we make blemish or anti-bacterial claims with the tea tree?
We would advise against it, and we build the formula on that basis. Blemish-treatment language moves the product into a regulated drug category in the United States, and China requires efficacy filing for that kind of claim. Clarifying, fresh-feel and oil-control wording carries the marketing weight without triggering either. If your market genuinely requires a treatment claim, that is a different product with a different registration path.
Does it leave skin dry?
That is the failure mode for this category, so it is what we tune against. Surfactant level stays low and glycerin is dosed to prevent tightness without a coated feel. During sampling we would ask your panel to assess after-feel at four to six hours rather than immediately, since the complaint about oil-control products usually shows up later in the day.
