All-in-One Makeup Remover & Toner
A two-step-in-one product that removes light makeup and sunscreen while leaving behind the humectants and actives a toner would normally supply. Built for the shortened routines that dominate Southeast Asian e-commerce, where a shopper will drop a step before buying a fifth bottle.

Key Active Ingredients
How the Active Ingredients Work
A micellar cleansing base carrying a supporting level of niacinamide and hydrating agents, so the product does not need a toner behind it. Levels below are our standard ODM baseline, adjustable for your target market and price point.
Micellar Surfactant Systemlow-level cleansing system
Surfactant level sits at the gentle end, which is what makes the two-in-one concept work: a formula strong enough for heavy makeup would strip away the conditioning agents it is supposed to leave behind. The honest consequence is that this handles light makeup and sunscreen, not long-wear foundation or waterproof mascara.
Niacinamide1% baseline, range 1–2%
Vitamin B3, here in a supporting role rather than as the headline active. The level is set deliberately: in a product wiped across skin and not rinsed, only a fraction stays behind, so loading it to serum strength raises cost without a matching benefit. At 1% it earns its place on the ingredient list and supports a general even-tone story. Lead-claim tiers of 2–5% are available if you want niacinamide as the front-of-pack claim, which usually means moving to a leave-on format. Market note: Korea caps niacinamide at 5%.
Hyaluronic Acidrange 0.02–0.1% total sodium hyaluronate
INCI: Sodium Hyaluronate. Included as the hydrating element that replaces the toner step, and dosed at toner levels rather than serum levels — deliberately so, since this product has to absorb fast enough to be the only step. Molecular weight matters more than level here: we use a low-to-mid molecular weight grade for a light, non-tacky finish, because a high molecular weight film reads as sticky on a no-rinse wipe. In this format its function is the immediate after-feel rather than long-term hydration, and we would rather describe it that way than claim depth-of-penetration benefits the format cannot deliver.
Centella Asiatica Extractsupporting soothing agent
The most recognised soothing botanical across Asian skincare, which makes it a positioning asset as much as a functional one. Useful on a product that skips a step, since customers reducing their routine still want a calming signal.
Camellia Sinensis Extractsupporting antioxidant
Green tea extract, contributing polyphenols that round out the after-cleanse story without adding regulatory weight.
Formulation & Customization Options
| Service model | OEM custom development or ODM on our tested two-in-one base |
| Adjustable actives | Niacinamide level (supporting 1–2% or lead-claim tier 2–5%, capped at 5% for Korea); hyaluronic acid loading; extract choice; surfactant level |
| Format variants | Alcohol-free and fragrance-free versions available; can be positioned as a cleansing water with toner benefits or as a toner with cleansing benefits, which changes the claim hierarchy rather than the formula |
| Packaging | Industry-standard formats supported — clear PET or glass bottle 200–250ml. Opaque or amber options are available where you want extra protection for the actives, and we will advise which is worth the cost for your specification |
| Certifications | ISO 22716, GMPC; SGS testing supported upon request. Halal, COSMOS and vegan-positioned formulations can be scoped to your requirement — tell us the destination market and we will confirm what is achievable for your specification |
| Regulatory alignment | Niacinamide level set within destination market limits (Korea caps it at 5%); even-tone claim wording confirmed per order, since markets differ on what a cosmetic may state |
Who This Product Is Built For
Simplified-routine and skip-care positioning
Step reduction is the fastest-growing angle in Southeast Asian skincare, driven by cost as much as convenience. A product that removes one bottle from the shelf has a clearer proposition than one that adds another.
Travel and trial formats
Two functions in one bottle is exactly what a travel kit needs, which makes this a natural mini-size SKU. Sachet and small-format versions are straightforward on this base.
Light-makeup daily users
The realistic customer wears sunscreen and light base makeup rather than full coverage. Targeting that shopper honestly gives you a product that performs as promised, instead of one returned for failing on waterproof mascara.
Frequently Asked Questions
What is the MOQ and lead time?
MOQ is 2,000–3,000 bottles per SKU, produced in 35–45 days after sample approval. Custom sample rounds take 2–3 weeks.
How much niacinamide can we put in?
Our baseline is 1%, within a supporting range of 1–2%, which is the right band for a configuration where niacinamide is a listed ingredient rather than the headline. Lead-claim tiers run 2–5%. Korea caps niacinamide at 5%, so if that market is in scope we set the level below it. Worth knowing before you specify high: in a wipe-off product most of what you add leaves with the cotton pad, so the extra cost buys label appeal more than performance.
Can it really replace a toner?
For a light-makeup routine, yes in practice — the humectants and actives stay on skin after the wipe, which is what a hydrating toner does. What it will not replace is a treatment toner carrying an acid or a high-level active, because those need contact time this format does not give. We would rather set that expectation now than have your customers discover it.
Does niacinamide need special packaging?
Less than most people assume, and the reason matters. Niacinamide is relatively robust to light; its real stability concern is hydrolysis to nicotinic acid, which is driven by pH and heat rather than light exposure. So the effective safeguards are holding the formula in the right pH window and controlling storage conditions, which we do as standard. Opaque or amber bottles are available if you want them for shelf positioning or extra margin of safety, and we will tell you plainly when they are cosmetic rather than functional.
