Why is the niacinamide only 1% when other eye products claim more?

Because it is an occluded patch on the thinnest skin on the face, next to mucosa. Those three factors together mean the appropriate level is lower than for a leave-on face serum, not higher. We would rather tell you that than quote a bigger number and let you discover the tolerance problem after launch.
