Organic and Natural Certifications for Cosmetics Guide

Most brands searching for organic private label cosmetics, or for organic and natural certifications for cosmetics in general, start with a logo in mind: a USDA Organic seal, a COSMOS ORGANIC signature, an ECOCERT stamp on the carton. What almost no one tells them is that "organic" is not one bar you clear. It is a percentage, that percentage is calculated by rules that differ between the United States and Europe, and the single biggest factor working against you is something every cream and serum is mostly made of: water.

This guide is written for brand owners who want to launch an organic private label line and need to understand what they are actually buying before they choose a factory. We will cover what the two dominant standards require, why the water in your formula quietly caps how "organic" your product can be, what certification realistically costs and takes, and what a manufacturer must actually hand you so that you can hold the certificate. What "Organic" Actually Means Under USDA NOP and COSMOS

There is no single global definition of organic cosmetics. There are competing standards, and the two that matter for most export brands are the USDA National Organic Program (NOP) in the United States and the COSMOS-standard used across Europe. They were built by different bodies for different markets, and they do not agree on the numbers.

The USDA NOP is a federal regulation, codified at 7 CFR Part 205. It was written for agricultural products and food, and cosmetics fall under it only when they are made of agricultural ingredients. Under 7 CFR 205.301, a product can use the word "organic" in four graded ways: "100 percent organic" (100 percent organic ingredients), "organic" (at least 95 percent), "made with organic [ingredients]" (at least 70 percent), and below 70 percent, where the product may only identify individual organic ingredients in the ingredient list and cannot make an organic claim on the front of the pack.

COSMOS is different in origin and in math. It was created by five European bodies: BDIH in Germany, COSMEBIO and ECOCERT in France, ICEA in Italy, and the Soil Association in the UK. This is worth pausing on, because brands routinely confuse ECOCERT and COSMOS. ECOCERT is a certification body; COSMOS is the standard it certifies against. When a supplier says "ECOCERT organic," what they almost always mean is COSMOS ORGANIC certified by ECOCERT.

Under COSMOS-standard Criteria Version 4.2, in force since 1 September 2025, a product certified as COSMOS ORGANIC must meet two separate tests at once. First, at least 95 percent of the physically processed agro-ingredients in the formula must be organic (clause 7.1.1). Second, at least 20 percent of the total product must be organic, dropping to 10 percent for rinse-off products, non-emulsified aqueous products, and products that are at least 80 percent minerals (clause 7.1.2). That 20 percent number is the one that traps people, and to see why, you have to talk about water.

The Water Problem: Why Your Serum Cannot Hit 95% Organic

Water cannot be organic. There is no such thing as certified organic water, because water is not grown. Both standards say this plainly. USDA NOP excludes water and salt from the organic percentage calculation entirely (7 CFR 205.302). COSMOS goes the other way on one crucial point: under clauses 6.2.1 and 6.2.2, water and minerals cannot be counted as organic, but they stay in the denominator of the total-product calculation.

That difference is not academic. It decides whether your product can carry an organic claim at all.

Take a typical facial serum or lotion. A water-based emulsion is often 65 to 80 percent water by weight. Under COSMOS, if your product is 70 percent water, then water alone occupies 70 of your 100 percentage points, and none of it counts as organic. To reach the 20 percent organic-of-total threshold for a leave-on product, you must find those 20 points inside the remaining 30 percent of the formula. In practice that means roughly two-thirds of everything that is not water has to be certified organic material: the oils, the butters, the botanical extracts, the humectants. That is a demanding formula, and it is why genuinely COSMOS ORGANIC leave-on emulsions are expensive and comparatively rare.

Now run the same product against USDA NOP. Because water is excluded from the calculation, you are only judged on the non-water ingredients. A formula that looks impossible under COSMOS can qualify as "organic" (95 percent) or "made with organic ingredients" (70 percent) under USDA once the water is set aside. This is the single most common source of confusion we see: a brand is told by a US supplier that a formula is "95 percent organic," takes that claim to a European market, and discovers the same product would not even qualify for the entry-level COSMOS threshold under the European calculation.

A note on a claim circulating online: that COSMOS V4.2 "now excludes water and minerals from the calculation." Read against the actual standard, that is misleading. V4.2 does allow a second, optional label figure expressed as "y% organic of total, minus water and minerals" (clause 10.3), which lets brands show a higher, more flattering number alongside the real one. But it does not change the qualifying threshold. The 20 percent and 10 percent bars are still calculated with water in the denominator. If a factory tells you the water rule has gone away, they have misread the standard.

The practical takeaway is simple. Anhydrous products, meaning formats with little or no water, clear organic thresholds far more easily. A facial oil, a balm, a body butter, a single-origin essential oil, or a sugar-and-oil botanical body product can reach high organic percentages because there is no water diluting the math. The moment you add water to make a light lotion or a serum, the ceiling drops. Choosing your format is therefore also choosing your maximum achievable organic claim.

USDA vs COSMOS: Two Standards That Calculate Differently

Because the two standards were built for different purposes, they diverge in ways that directly affect which one you should target. Here is how they compare on the points that matter to a private label brand.

Read the first two rows together, because they are the ones that catch brands off guard: the identical formula scores differently under the two schemes purely because of what sits in the denominator. A formula built to satisfy COSMOS will usually also satisfy the ingredient logic of USDA, but not reliably the reverse.

The calculation base. USDA NOP excludes water and salt before calculating the organic percentage. COSMOS keeps water and minerals in the denominator. The same formula produces a higher organic number under USDA and a lower one under COSMOS. This is the difference that catches brands off guard.

Organic and Natural Certifications for Cosmetics: Who Regulates the Word

Brands look for this a dozen different ways — organic and natural certifications for cosmetics, organic beauty certification, organic cosmetics certification, natural certification for personal care. None of those phrases resolves cleanly, and the reason is structural: no single authority owns the word. Knowing who regulates what is what stops you buying the wrong audit.

In the United States the split is explicit. The USDA's National Organic Program states that the FDA does not define or regulate the term "organic" as it applies to cosmetics, body care or personal care products. USDA regulates it, but only through the NOP under 7 CFR Part 205, and only where the product contains agricultural ingredients. Where a product is not made up of agricultural ingredients and makes no USDA organic claim, USDA states it has no authority over its production or labelling at all. Nobody is minding that gap, which is exactly where most "natural" marketing lives.

Certification Runs Through a Certifying Body, Not a Government Desk

For USDA organic cosmetics, three separate parties must each be certified by a USDA-accredited organic certifying agent: the operations producing the organic agricultural ingredients, the handlers who move those ingredients, and the manufacturer of the finished product. Your factory holding a certificate is necessary but not sufficient. If an upstream handler in the chain is uncertified, the finished product is not eligible regardless of how the formula calculates. The USDA document does not rank failure causes, but in our own experience the uncertified upstream handler is the gap brands discover latest, so it is worth mapping the full chain before you commit to a threshold.

What the Label Must Carry Once You Certify

The labelling consequences are specific, and they differ by tier rather than applying uniformly. In the top two categories the product may display the USDA Organic Seal and must display the certifying agent's name and address. In the "made with organic ingredients" category the seal is not permitted, but the certifying agent's name and address still must appear. Below 70 percent organic content the word "organic" cannot be used anywhere on the principal display panel, though you may still identify specific USDA-certified organic ingredients in the ingredients statement on the information panel. Plan artwork around the tier you will actually achieve, not the one you hope for, because the seal and the agent details are not optional decoration.

Why Organic Personal Care Standards Diverge Outside the US

USDA's NOP does not regulate private standards, eco-labels or foreign organic standards, and says so directly. Products may be certified to those private standards and marketed to them in the United States. That is the licence under which the entire private-scheme landscape operates, and it is why organic personal care standards give you different answers to the same question depending on which door you knock on. A formula that reads as organic under one scheme's calculation can fail another's, not because anyone is wrong but because the schemes were never harmonised. What Organic Certification Costs and How Long It Takes

This is where most listicles invent numbers. We will not, because the honest answer is more useful.

Certification is not a fee you pay once to a factory. It is a recurring relationship with an accredited certification body, and the costs come in layers. COSMOS publishes its fee structure openly: there are licence fees for the right to use the COSMOS signatures on a label, registration fees for listing each certified product and ingredient in the COSMOS database, and separate fees paid by the certification bodies themselves. What COSMOS does not publish is a single price, because the audit and certification fees are set by the individual certification body that audits you, such as ECOCERT, ICEA, or the Soil Association, and they vary by scope, number of SKUs, and facility.

Any supplier who quotes you a fixed "organic certification cost" as a round number is either bundling their own markup or guessing. The right move is to get a scope-based quote from an accredited certification body once your SKU list and formulas are defined.

On timeline, the gating factor is rarely the paperwork. It is the supply chain. Every organic ingredient in your formula must itself be certified, with documentation tracing it back through the supplier chain. Assembling that documentation, and substituting any ingredient that turns out not to have a certified organic source, is what stretches an organic project well beyond a conventional one. A conventional private label formula can move from brief to sampling in two to three weeks per round in our facility; an organic project adds time on top for sourcing certified materials and validating their paperwork before a single sample is poured.

Preservation Is the Real Constraint in Organic Formulas

Any product that contains water needs a preservation system, or it will grow bacteria, yeast, and mould. This is not optional and it is not negotiable; it is a safety requirement. And it is where organic formulation gets genuinely difficult, because the preservatives that work best are largely off-limits.

COSMOS permits only a short list of petrochemical-derived preservatives, defined as Non-Natural Ingredients in Appendix V.1: benzoic acid and its salts, benzyl alcohol, dehydroacetic acid and its salts, salicylic acid and its salts, and sorbic acid and its salts. These are allowed precisely because effective natural alternatives are limited, and the standard itself acknowledges that. They cannot be counted as organic, though they are exempt from the finished product's petrochemical-moiety cap.

That narrow palette has real consequences. A water-based organic serum or lotion has a smaller toolbox for staying microbiologically safe across its shelf life, which raises the stakes on manufacturing hygiene, packaging choice, and stability testing. It is a large part of why waterless formats are so attractive for organic lines: an anhydrous balm or oil does not need a broad-spectrum preservative in the first place, which sidesteps the hardest constraint entirely.

This is a formulation conversation worth having with your manufacturer early, not after the first samples fail a challenge test. Choosing Your Threshold Before You Choose Your Factory

Put the pieces together and a decision sequence emerges. Work through it before you shortlist manufacturers, because the answers change who you should even be talking to.

Decide your market first. US retail points you to USDA NOP. The EU and UK point you to COSMOS. Both markets mean building to the stricter combined bar.

Decide your claim honestly. Do you need a full organic seal, or is "made with organic ingredients" enough for your positioning? The gap between 95 percent and 70 percent under USDA, or between COSMOS ORGANIC and COSMOS NATURAL, is the gap between a demanding, expensive formula and a much more achievable one. Many successful "natural" brands never certify as fully organic and instead lead with a natural-origin percentage plus named organic hero ingredients.

Decide your format around the water math. If a full organic claim matters to you, lean toward anhydrous or low-water formats where the numbers are reachable: essential oils, facial oils, balms, butters, and scrubs. If you need a water-based serum or lotion, accept that "made with organic" or a strong natural-origin percentage may be the realistic ceiling, and build the brand story around that rather than overpromising.

Then evaluate factories against that spec. Only now does the manufacturer choice make sense, because you know which standard, which claim, and which format you are asking them to deliver. What a Factory Must Provide for Your Certification Application

Here is a point that trips up first-time brand owners: in most cases the organic certificate belongs to the brand owner or the product, not simply to the factory. You are the one who applies, holds the certification for your SKUs, and pays the recurring registration and licence fees. The factory's job is to make your application possible and to be auditable itself.

So the useful question to ask a manufacturer is not "are you organic certified." It is "what will you give me so that I can get certified." A capable OEM partner should be able to supply the following toward your application, without either of us overstating what a certificate covers:

Raw material certification chains. For every ingredient you intend to claim as organic, the certified organic documentation traced back through the supplier, since your certification body will verify each one.

Full formula disclosure to the certifier. The complete quantitative formula, provided under confidentiality to your certification body so the organic percentage can be calculated and verified against the standard you have chosen.

Manufacturing and hygiene records. Batch records, cleaning validation between runs, and documented controls, because organic certification audits the process, not just the ingredient list. What a factory cannot do is sign your certification into existence, guarantee a specific market's approval, or promise an outcome that only the certification body and the destination market's authorities control. Compliance is a shared responsibility: we build to the standard and supply the documentation; the certifier verifies; the market authority decides. Any supplier promising more than that is telling you what you want to hear.

Can a private label serum be certified 100% organic?

Almost never, if it contains water. Water cannot be certified organic, and a typical serum is majority water.
